Pooja Jain, P.E., S.E.
Pooja Jain is the CEO of Innov8 Consulting LLC, where she advises startups and established companies on scaling AI, digital platforms, and emerging technologies across the AEC industry. Over her 25-year career, she has built high-performing teams and delivered more than 200 infrastructure projects across all seven continents, driving innovation in some of the world's most sensitive and complex environments. Pooja has also launched and led a corporate incubator at a global engineering firm, focused on digital growth and technology commercialization for the built environment, and create a first-of-its-kind partnership program for early- and growth-stage ventures. She currently serves on the Board of Circa Technologies Inc., sustainability tech startup.
Pooja is also a visiting scholar at Stanford University's School of Engineering, where she mentors graduate students in the AI for AEC program. She holds an MS in Structural Engineering from the University of California, Berkeley, and an MSx (Executive MBA) from the Stanford Graduate School of Business.
Matthew Parks
A 25-year USACE veteran and futurist, Matthew M. Parks has consistently been at the forefront of innovation. Hand-picked by the Secretary of the Army in 2001, he developed critical business systems and supported the Military Housing Privatization Initiative. His strategic impact extended globally through his work as an Embassy Science Fellow and as a recognized expert in water security, scarcity, and supply, further proven by his readiness as a FEST team member in Jordan and most recently in support of SAG(U) and USAEUR-AF G5 in Germany, After a distinguished tenure as Senior Strategic Planner, he was appointed in February 2025 as the inaugural Chief Artificial Intelligence Officer (CAIO), entrusted to spearhead USACE's transformation in the AI era.
Franklin Fernandez, P.E.
Mr. Fernandez grew up in San Diego, CA and graduated with Honors from the University of California at Berkeley with his Bachelor of Science in Civil Engineering. He served in the Navy from 1993-1999. In 2017 he obtained his Masters of Business Administration (MBA) from John F Kennedy University (JFKU) in Pleasant Hill, CA.
While on Active Duty he worked with Resident Officer in Charge of Construction (ROICC) Norfolk, VA, and Naval Mobile Construction Battalion (NMCB) 133 in Gulfport, MS.
